Health Hazard Complaint

I reported to my leasing office on two occasions that I have 2 animals trapped in my fireplace. One animal possible a raccoon had chased a smaller animal into the chimney and can be heard viciously attacking it. I expressed the urgency of having someone come out to remove both of these animals before one of them dies. Well to make a long story, one of the animals has died and my apartment smells. Who can I report this issue to in the state of Georgia? The Department of Health? Thank you
