heating problems

 I rent an upstairs apartment in a house and the landlord lives in the downstairs apt.  It is always cold up here, and when I tell the landlord about it, he says he has a digital thermostat  that his son sets for him on 71 degrees and he does not touch it.  He claims they go on and off.  But this thermostat is more off than on.  It is 65 degrees in my apartment most of the day and even colder at night.  He claims it is 70 in his apartment. He also claims that the thermostat does not kick on too much in this weather (50’s and 60’s)  But it will click on in colder wheather.  Is there anything I can do to get him to make it warmer in my apt.  65 degrees is too chilly and I have to have an electric heater going.
