Help landlords not paying other tenant bill

So my family is renting a house. The landlord rents an upstairs apt. Whisp he made above our garage. When he rents it we pay there utilities. He says he will adjust out rent but he’s only done it once and for $50. And the utilities on average go over $400 a month from when there are no other tenants in the illegal apt. Also is it right for the landlord to just walk into out house unannounced? And question who my visitors are and ask why they are there? He always hassles my brother. And today my brother told him he should ask permission to walk in, he told my brother it’s his house he can walk anywhere he wants.
