High street-noise level in my bachelor

Hi, I have rented a bachelor apt 3 months and I was getting mad from the noise of street. the poor quality windows which are very old, do not protect the sound coming from outside. the building is just in fornt of buss stop and there are lots of noise from busses stoping and taking off !

I decided to leave this apt since the company was not willing to pay to change the windows. since I have signed the lease for one year I had to inform them 2 months in advance and also find an eligible substitude +paying 100$ fee , but the company doesnt let me to go out . they refuse any applicant who wnats to come and also do not let me to sublet my place. they want the person to rent the place for one year and most of people get crazy when hearing the sound in the apt.

this company wants to make me to stay or pay for the empty place!

what should I do!? is there any specific regulation which base on the nosie level I can complain from the company and be able to leave this place? like if there is an organzation who control the noise level in the rental buildings and if it was not OK, then fine the company or give tenant right to leave his apt!?
