House left dirty and ruin before move in

Hi all,

I signed the lease and started to move in my stuff today. Apparently I  found out that the apartment was not as in good condition as I remembered . The house was left dirty as if the previous tenant was never clean up before he leave .
The cabinet had mark and stain that make it look very filthy. There are cabinet floor paper that wear out and have mark make it looks very dirty.
What I am most concern is that the bathroom floor and wall were made of vinyl paper . The seams and the paper was peeling off and the landlord does not seems he wants to fix it since he is in short of money right now. There are an iron cast bath tub place near to the corner of the bathroom that make me unable to clean up ( and I dont want to clean up anyway since there are pile of trash built up at the corner since it probably never got clean ). The vinyl paper looks very old and I heard that vinyl can creat toxic in near to the end of the cycle. I tried to google my state law requirement for landlord but there is no information about how old they need to change vinyl floor / wall paper
I also concern about the hole that near to the heater in living room floor ( see the picture 
If you want to know , this is a few pictures that I took. There are more but I do not want to bother everyone time

The landlord willing to clean up the place but he seems careless about the bathroom condition and the hole in the living room. Is there any law that I can enforce him to fix as least the bathroom and the livingroom hole??
