How are tenants billed for water utilities when the apartment units are not individually metered?

Folks, My question is about sharing water bill among properties. I understand there are many apartment units that are not sub metered. So the tenants share the waterbill, what happens if one tenant abuses water, it is not fair for others to bear that burden, how do you effectively solve that poblem in a fair manner? Is individual sub metering of apartments is the only solution? Best Puga
