How much of the carpet replacement am I responsible for?

The apartment I moved out from needed the carpet replaced, it was originally replaced in May of 2007. The "life" of carpet in WA state is 7yrs, my question, shouldn’t I only be charged for the remaining "life" of the carpet not the entire replacement cost?
