How to break-out utilities for residential & commercial tenant

I recently purchased a property that has two residential tenant and one commercial tenant.

I receive a consolidated water & sewer bill for the entire property.  Based on their leases, the tenants are responsible for their water & sewer, but the previous owner never passed it on to the tenants.

How would I go about breaking out the bill?  Because the commercial side doesn’t use a shower, dishwasher or washer it wouldn’t be fair to base the bill on occupants (the commercial tenant has 5 employees).

What is the best way to divide this bill?
