I can not get the Security deposit from landlord

On January 31,I leave the house that I was renting, And we fullfill the move out inspection correctly. but now after two months I can not recover my security deposit from the owner, I’ve been calling to the administrator of the property to make the request of my money but I can get only promyses like "in two weeks", " I send the check to cover the payment", but until now I don’t have an answer neither the date to recover my money.

What can I do to legally force the owner to reinburse me the money?

That’s a simple, just file a complaint.  The RPA should be able to get your landlord to refund your deposit.
