illegal eviction techniques

hi i have been a weekly renter for almost a full year and this fri for the first time i cant due to unforseen events and i tried to talk to him and see if he will work with  me i could pay next week or the week after in fulll and be caught up he said no tommorow at noon im cutting of ur utilities and mon im throwing ur belongings in the street i have small children plz help .also he will be doing this with no writ of posession or any other eviction action created by the court plz help
