Illegeal lease contract

My friend is a new renter and she signed a lease contract in which she gave $1450 and signed the contract stating that in the event she changes her mind all monies will be forfeited. keep in mind when you sign a lease your suppose put down the rent deposit and 1st month rent,then you in return receive the key and you move in.In this case she didnt.She gave the 1450 to the agency,then they said that the were going to proceed with the rental process.Only to ask for more money tlater o meet with the co-op board.Also the contract is incomplete.Because the fee does not state who its payable to,that part is blank. So what can she do to get her $1450 back.
