In Breach of Contract??

My daughter is in a 1 year lease agreement with 2 other renters.  They moved in and found out that the stove did not work and the gas company would not hook up the gas due to the heater not being up to code.  The landlord per the lease agreement is supposed to bill them on the 22nd of every month for the water.  They just received a bill for the water that includes 5 months worth.  I’m pretty sure the landlord was in breach of contract with the apartment not being in livable conditions when they first moved in, but can they still do anything about it?  Also, since it specifically states in the lease agreement that the landlord is supposed to send the water bill out on the 22nd of every month & this is the 1st one they have received is he in breach of contract with this as well??
