Is my house safe?

I just moved into a new house and immediatly began having throat and respiratory problems. Other people in the house, speciffically in the basement have had similar complaints but I don’t know if my problem is just coincidence. Apparently someone has been out to inspect for mold and found the house to be safe, so it’s unlikely that’s the problem. There is a large amount of exposed insulation in the basement that is only partially covered with plantic. Could this be giving me throat problems, is there any one I could call to inspect the house, for free??? Any other suggestions?
