Issues with canceling a lease agreement before the moving in.

I am a new renter in CA. I signed a lease yesterday (18 July) with a landlord. The lease is effective July1 st and we were planning to move in on July1. But, due to some personal issue I can’t move in and I requested the landlord to cancel the lease agreement today (July 19). The land is asking me $300+ to cancel the agreement and is threatening to take me to the court if I do not pay him this money. The lease agreement does not say anything about the cancelation of lease before the lease is in effect.  Please advise me in this regard.
