Landlord added a charge of $65 to my rent payment for bedbugs inspection

I requested the leasing office to have the apartment inspected for bedbugs. Pest Inspector said that the insects were not bedbugs but beetles, and offer no resolution to this pest problem (he said they were normal). I was charged $65.00 for the "bedbugs inspection" is this legal? the lease contract does not mention anything regarding pest inspection fees.
