Landlord allows sex offenders to live secretly…

My apartment’s management company has a clause in their lease which states that sex offenders are prohibited from registering the apartment’s address on any public list of sex offenders. I called a lawyer, and he says this the landlord’s way of saying "don’t live here." But I heard that there IS a sex offender living on the property and that the manager knows about it. How is this legal? (FYI: in my state sex offenders are absolutely required to register.)
