Landlord does not have money to refund cleaning fee

Hello, I moved out of my short term rental in January and My previous landlord stated I was receiving my full deposit and cleaning fee, after many emails and a ton of her lies. I receive the SEcurity Deposit back 73 days after we moved out, now we are approaching 90+ days and she stated she would pay half on the 31st of March and the Balance on April 6th. Now she is telling me that she doesnt have the money and doesnt know when she will. She is a real estate agent and the so-called Duplex really is not a completely Legal unit. What can I do to get my money back should I call a lawyer, the real estate board and the city?
