landlord issue

My landlord accidentally took 2 months of rent out of my bank account. he said I sent it through twice but I did not. He said he would cut a check but only after 7 business days to make sure the money clears. Both payments are already out of my account and has put my account in the negative. The money was my money to support my family of 5 with. Is it legal for him to keep the 2nd payment for 7 business days?
