landlord not fixing anything

toilet is cracked, dishwasher leaking, windows cracked, all kinds of problems that need to be dealt with and in the lease it says landlord is responsible for upkeep of the apartment and it was made clear when we have any problems that they would be taken care of. also, we have spider infestation and we had a rat in the apartment. we kept calling to get an exterminator out there as the sticky rat pad he supplied didnt work so had to buy our own stuff. if he doesn’t deal with this can i use this to break the lease or get my desposit back even? how long does he have to ignore the issues till i could do that?
