Landlord refused to fix or repair

I have been living in this apartment for 3 years, when its rain the water doesn’t go down from  the balcony, sometime the water raise up  thru the carpet,I been complaining to the landlord ,they keep saying "I will call you when were going to fix it ", but they never fix the problem. untill now ..again today there is a flood in the balcony. I need advice please help !
