Landlord trying to evict and shuts off water

My landlord is trying to evict me with 7 days notice saying we violated our lease, but the thing is we’ve never had a lease. Now they have shut off my water. I have a 3 year old son and can’t bath him or even give him a drink. Everyone says they can’t so this, but who do you contact to enforce your rights?
