Landlord won’t give $3000 back and no lease was signed

I found a 3 bedroom house to rent.

Loved it and filled out the rental application.
The Landlord wanted a $3000 cashiers check for November.  I wanted to the house so I complied.
The landlord said I passed the background check and credit check.  So she gave me the lease to look over. I was about to go over and sign the lease and hand over the security deposit.  
The house is $3000 a month, which i had already given her for November rent.
Security deposit of $6000 and I was to give her $1500 cash to move in on the 15th of October.
But between me signing the lease a friend informed me that they knew of this house and the land lord.  Some friends of ours lived there for a year and it was a nightmare. Then I found out there is a webite dedicated to her for what she has doen to past tenants.

I quickly changed my mind and told the lady I was no longer interested in the property and I would like my $3000 back please.
She refused and said I signed the application that said once in approval from the owner we move forward with the lease. But I haven’t signed a lease and wouldn’t do so with all the crazy stipualtions on the lease. This woman has victimized many tenants and even a City of LA Offical wrote, 
Amongst many otehr bad comments about her.  Please help, what can i do to get my $3000 back. 
If she wants to hold me to that application then i should move in for the month and do what I want ecause there is no lease signed.
City of LA Official says:

i work for the city and know that this woman has victimized many previous tenants
