landlords resposibility

cathy hi i as wondering Ive been harrased verally and threatend by my upstairs neighbor ive told landlord about problem but it didnt go any where but worse he knows she has done this and she has let child destroy property of his and that she will not stop harrasment what is his responsibility to this he is surpose to keep a safe enviorment can i take him court stop rent what can i legally do????
