lease termination fee

I signed a year lease for an apartment. JC Hart says I must pay $1500 with 60 day notification or $3000 with a 30 day notification to break the lease. On top of those costs I must still pay my rent for the 2 months. Do I have to pay those costs if there is a waiting list for my apartment and I break the lease?
