Lies about heat and water included

I have been living in my apt. in brooklyn for 5 years it was a 1 year lease and on the lease it said water and heat included. I just came to find out ive been paying for water and heat for the whole 5 years I know for a fact Im not supposed to pay for that on my lease year and was told when i started going month to month he couldve changed the agreement but he wouldve had to give me a 30 day notice which i never recieved. I doubt that is legal and i think its unfair ive been paying for things i never thought i had to pay for for 5 years now what actions can i take?

Did you renew the lease every year? Was water and Heat included only on the first year? If the lease contract said Water and Heat included then you should not pay for it. My question is, How come you did not know that you have been paying for heat and water for 5 years? If you did sign any agreement regarding this or did not receive any notice at all, then you should file a complaint.
