Lies and more lies

Hello , I currently rented in a tax credit apartment I had many options of places to live but like the layout and location . anyways appon touring I found a apartment I like and said i’d take it only if the carpets where replaced , there was alot of wear and writting on the carpet I was told that it would be I call to confirm carpets have been replaced a few days later , i was told yes they are up there right now. so on he day it comes to sign my lease I ask in person so how does the carpet look im told it looks good, go up to the apartment and loe and be hold the carpet was never relpaced. not to mention i found other thing wrong like ketchup packets in the drawers. is there anything i can do to get them to replace this carpet / before i get an attorney.
