Locking and Slathering slick silicone all over a gate and fencing.

So my land lord has been in a battle with whoever keeps leaving the rear exit of our complex gate (door style) open. So they knocked out the handle and chained it closed. They also literally slathered slick silicon all over the structure to further prevent some kid or whoever from jumping it by slipping and breaking his neck i guess. Is this sort of thing legal? I began wondering if there were a fire it could possibly put residence on my end of the complex in danger because the only exit is on the other of the complex etc. For me its a minor inconvenience and I half ass care but not enough to complain just yet. To tell you the truth this battle has reached a comical stand point.
