Can I lower rent?

I just moved in to a new house in San Diego with my husband and 2 yr old baby. A week after we moved in, water started leaking from the wall separatng the kitchen and garage and the kithcen floor tiles started warming. The plumbing inspector identified hot water leak underneath the kitchen floor. Now they have to do digging in the kitchen and remove the walls! For 3 days now, we have to limit using hot water and must turn on and off the main gas tank. I’m so stressed out just thinking whta’s gonna happen when they start the work. Can I request compensation or decrease in rent becase of all these trouble? Can I lower rent?

Not only can you ask for a rent decrease, it is probably written within the contact as such. What you are referring to is called “Rent Abatement.” Rent Abatement basically limits the landlords liability to nothing more than cost of rent. Most rental contracts will have a clause dedicated to this type of thing.
Check your agreement to see if it has anything about rent abatement.
