My landlord doesn’t want to pay me the plumber bill?

I had a problem with the toilet and I called a plumber because the landlord put in the contract that I was in charge of the plumbing drains in the contract. I’m the contract it says "Keep all drains free and clear. Tenant is responsible for plumbing blockages caused by tenants use. Tenant shall not deposit food waste into sink drains as prevent drain blockage". So I called a plumber and him to let him know that it was pipe the problem. The landlord came and acted rude with the plumber and later after the argument he told the plumber since I didn’t pay the rent that he was going to discount it from the rent. Later on he told the plumber to leave and got another plumber and he pay. We went to talk to him about the rent and he denys everything and says that he won’t pay us because he didn’t called him when he clearly didn’t let the other plumber finish his job. We didn’t have water or toilet for like a day and told us that we should go ask the neighbors to let us used the bathroom. I’m not  sure what to do. HELP
