My landlord turn off my water

I am late in my rent and i have just paid him up till september but my landlord has turned my water off since july……. i am only owing for october… he kept telling me is the landlord association… today he didnt realise i was home so he brought someone and they took the pipe that leads to the water intake. what should i do even thou i am only owing for October and intended of paying soon plus i have a little child of 2yrs in the house and she get stomach virus due to hygienec and un-able to bath regularly
