no water the 2oth of dec

wented apartment since jan of 2007 first apartment they gave me was flooded lost everything so they moved me to another apartment .and i had to pay mover.now it’s dec.2007 with new landlord .we just got a letter saying he hasn’t paid water bill .so there going to shut it off dec.21st 2010 .what can i do i have a 70 yr old person living with me and i’m 61.help
