Old farm house condemned?

Long STory!

try to be brief.  Lived at horse boarding farm for 7 years and two months. HOuse i live in now is 109 yrs old. lived in 3 of the 4 homes on farm.

old owner was our friend. died one year ago last september and willed farm to 3 of his kids. the 3 felt sorry for the one he did not will farm to and put him in will!!! sounds sweet but this guy is a scary dude! so this past year he wiggled his slimy way into the farm and now lives there as "manager" in one of the rentals. for free.   Well he is sneaky and scary and VERY MEAN. he is not the executer of the estate only the farm mgr. ANY HOW  MY REAL QUESTION IS THIS   the foundation in the crawlspace in literally buckling in! it looks unsafe and like it is about to cave in. our front door is hanging by a practical thread so we have it covered in plastic. the door handle mechanics are totally exposed..

 I WANT TO CONTACT the housing Board and tell them about these conditions of this house..  we want to move out. how do i start?
