Parking Permit Policy-Illegal??

I have lived in the same apartment complex since September of last year. Earlier this week, the property manager left a note on my door stating a new parking permit policy will be in affect which allows one vehicle per leaseholder to be parked within the complex. If a visitor needs to park, they have to register in the office no matter how long their stay is planned. Problem is, they have to register before the office closes or they are subject to being towed. So I can never have visitors unless it is preplanned early in the day. 

Because this policy is new and I did not agree to it when I signed my lease, is there any way I can get out of this apartment and my lease without paying fees? I feel like it is vey unfair…
