Your state statute may or may not limit the amount a landlord can charge for a late fee. However, most likely this is left up to the contract or lease agreement you signed with the landlord. I suggest reading over your lease agreement to see exactly what it says about late fees and how they are charged.
There is no law that requires your landlord to pay “ONE” utility bill, that’s just silly. Those items should be the renters responsibility.

That seems way too high… But remember that most states regulate rentals by the contract you signed with your landlord. If you signed a lease with the fee explained within the lease terms, then it is legal. This is why it is important to read over your lease before signing it.

I don’t know where you live but in mass you are not late and can not be charged until you are 14 days late
