Problem landlord won’t repair

We are renting a house where the landlord refuses to replace a built in above the range microwave oven.  They tried to bring us a new table top but we refused as we feel she shoud fix this.  Apparently by law she doesn’t have to since it is not essential.  Is this true?  What can I do about this?

The landlord won’t replace a kitchen range that was defective and sparked and smoked each time it was turned on. Renting one is too expensive. This is happening in Maryland. What can the renter do?
