Problem with cockroaches and hot water

When I moved in my apartment i was never informend that there were cockroaches (mostly in my kitchen). I have contacted managment and they have done nothing to fix the problem. Also, I very rarely have hot water to take a shower. Most of the time it’s only luke warm water. I have sproken to the managment about this as well but the problem never seems to get resolved. It is the middle of winter and I can’t take a hot shower. What are my rights? Can I break my lease over either of these problems?
