problems with landlord repairing broken things and bed bugs

I have been living at this residents for about 3 years and my landlord hasnt fixed anything since ive moved in.  Theres 3 apartments in this building and the upstairs apt. brought bed bugs in and now I got them.  I started getting them in feb. of 2010 and i still have them.  how do i file a complaint if i dont have a credit card or debit card?
