Problems with Landlord repairs and no Heat

Hello, I need urgent help ASAP. I live in and apartment in Paterson New Jersey. My Landlord seems to doesn’t want to fix anything, I get it done instead. Now my heat is working, I have informed him everytime he comes and collects rent. I have called him on the phone, his reply was to by some heaters. I tried getting it fix but to no avail. I work in the Plumbing and heat industry and I know I need a new boiler. Even P.S.E &G said the same thing. Also my back porch is slowling falling down, he is aware about that also but nothing has been done. Also everthing that goes in the house after repeated calls I wind up doing this myself, and I’m still paying $1250.00 rent each month. Now my Gas and eletrice bill is in the thousands.

I need to know can I hold back paying him rent and use it to pay my gas and electric bill? If so is there any type of documents I can give him? My downstairs naibor is not paying him rent and has not  been in about 5 months, no court date or anything. What can I do. I need to know ASAP. Thanks.
