problems with water charges

MY boyfriend and I are responsible for paying the water utillity.  However, I started to notice how expensive the bills were getting.  Our bill is nearly $70 a month.  This is because there is a flat rate service charge of $35/month.  The service charge comes from the size of the meter. I have been doing some research and am not so sure that we are responsible for paying the service charge.  I asked our property manager to talk to the landlord about this but she has been dodging my countless emails for months.  Any advice?
