Questions about Landlord complaint

I live in a residential property that is managed by a management group, so my landlord is essentially not just one person, it’s a company. I have experienced no heat since the beginning of October, flooded kitchen sinks, and my water being shut off 4 times in the past month and a half, amoung other issues. Anyway, I finally contacted 311 and filed a complaint with the operator, who is sending out an inspector to investigate the issues. I am not the only tenant in the complex who is going through the exact same problems. It is many residents. My question is, is it against the law for me to tell other tenants to file complaints with 311 against the landlord, either verbally or written? I would appreciate an answer because I would like to advise other residents to complain in order to finally get these issues resolved!
