questions about raising the lot rent

I live on a trailer lot and I own the trailer but my landlord for the lot keeps raising the lot rent. he tells me it is because I use so much water for the lawn. He makes me water it so it is nice and green. However now that winter is coming I won’t be watering it at all so he is not going to lower the rent either. He has raised it by 100 a month over the last year. so I now pay 400 just for a lot. Can he do that? are they able to charge you whatever they want just for a lot? how much notice do they have to give you when they raise the rent I am just on a month to month lease.
