Receiving security refund from landlord

I moved out of my apartment 7 1/2 weeks ago and left the apartment clean and in very good shape. I still have not received my security refund check. I have left many calls for the manager to inquire on the status and only once was my call returned and 2 other times the calls were answered.  I was given many stories like apartment not check yet (27 days after I moved out), Landlord on vacation & out of country & only one who handles cash & sends refund checks, or that the check was sent 9 days earlier and landlord wants to wait 3 more days until after holiday( even thou I was to have received the check 3 weeks prior to date I was told it was mailed.)

What are my rights in California and what can I do to get my money? I only have managers name & address, not the landlords.
