Rental home uninhabitable due to water/sewer backup

I advised my landlord on Friday morning that there is water/sewer backup in the basement.  He had a plumber come and assess the damage.  The plumber set up an appointment on Monday morning with the utility company to determine whether he is able to dig to complete the job.  The landlord/plumber did not consider this an emergency and repair the problem as soon as possible.  The landlord advised that I am to move out until the problem is fixed.  Is the landlord responsible for pro-rating the rent for the time period that the rental property is rendered uninhabitable?  Also is the landlord responsible for finding adequate shelter for the renter and paying for the shelter until the problem is fixed?  Or is the renter responsible for paying for a hotel or the increase in living expenses?
