roommate backing out on verbal lease agreement

 my daughters in college her roommate and her rented a house together both paying deposit and paying rent separately  however my daughter signed the lease  now the roommate is saying shes leaving and owes notheing because her name is not on the lease  can she be held to the agreement even if she didnt sign the lease/
