Several broken windows….

I have several broken windows in my apartment, they were broken when we moved in.  We have shrink wrap over them, as to keep the air in/out and the bugs out.  We have a swamp cooler, which requires us to open one window in each room just a crack.  We can’t open a window in several rooms because they are all broken!!!  So, we have asked him repeatedly to fix this.  He says, he can’t afford to, when he pulls into our driveway in his $100,000.00 Mercedes.  If we are ONE day late on our rent he starts charging us $25.00 a day until we pay it.  I am almost inclined NOT to pay it because a house full of broken windows in unsafe, certainly not energy efficient and just downright ridiculous.  Is there anything I can do to force his hand and make this property safer for me and my family?  We have also fixed the swamp cooler twice, replacing the motor, belt, pads..etc.
