Sky high powe rbill because of AC

So ive been using my ac and i noticed this months bill went up to 160 dollars i live in a bad insulated apt and i can tell the ac units are very old. my AC is always set at 76 but it never cools my apt down and its hot yet my bill is sky high. its a small apt which i live in…kind of like a studio turned into a 1 bd. what can i do? what are my rights as a tenant?
