slum lord

I live in NH and I am renting a house, a few months after moving in there was water troubles in the basement. I reported these issues to my landlord and his response was "The basement is not included in your lease". Written in my lease is that there is "no storage in the basement  Except for a washer and Dryer, I have total access to the basement via the outside door and a door inside my apartment with no locks on the inside door, there is no walls in the basement seperating the washer/dryer from anything. I had asked the landlord if there was a water problem while we looked at the place (in the basement where he told me I could put things) He clearly lied saying "NO" I spoke with an attorney and found out that it was within my legal boundries to use the basement and have since reported him to the local "Code Enforcement Office". Shortly after that there were men downstairs "fixing" the issue and decided to use items that belonged to me and got concrete/concrete dust all over my thing’s.

 Is there anything that can be done in regards to him not telling me the truth while looking at the place before I rented it? And can anything legal be done in regards to them using my personal belonging’s and destroying my things?
