Snow Removeal

I am writting in for my mom and she lives in a appartment complex where the tendents are 99% older ladies and disabled people! Well it has snowed here a few time and the landlord has yet to clear the parking lot off once. Someone told mom that he is required to clean it off at least a little so it is somewhat safe for the renters! Is that true? If it is can you tell me what she needs to do about it!! I call offered to do it for him for cheap but he said it is the renters responseabilty to do it!! HELP!!!
