tenant harassing tenant

I have this neighbor who tried to hook up with my married son, when that failed and I told her to leave him alone and stop txting him she started to complain about the water preasure. I have been watering the property lawns in the evenings for about a yr and now she complains about the water preassure. she has called the landlord and threatened him to make me stop or she will call hud.. i use the other tenants water hoses that live next to her so this means that no one can water after 5pm just incase her or her husband or the guy who lives there illegally or the children might want to take a shower.. what can i legally do to get this girl to stop.. what is next????
