Tenant’s filing noise complaints against each other

I am a landlord. I have 2 tenants 1 lives in apt 52 the other lives in apt 62. 52 complains that 62 has kids running around and they walk around banging things on the floor and I have to do something about it.  I called 62 relaying the complaint.  62 says 52 is crazy, she has her daughter who is 2 years old playing on the padded carpet with her toys.  She’s hardly ever home and when she is she’s afraid to live because the lady downstairs complains if she flushes the toilet.  Now 62 calls the cops on 52 stating she is harrassing her.

What are my rights as a landlord?
